Power BI administrators monitor and control activity within the Power BI service. Personal workspaces are usually managed much less than workspaces intended for collaboration and distribution.
Power BI Desktop is an authoring tool for developing queries, models, and Power BI reports. Different tools can be used to create Excel reports and Power BI page reports (not shown in the scenario diagram).
. For many organizations, personal content is subject to minimal management or formal oversight. However, it is still wise to teach content creators the guidelines to be successful with personal BI. Because the focus is on individual analytics, use of the sharing feature in a personal workspace is not covered by this Terms of Use.

Limit the use of personal workspaces and ensure that no mission-critical content is stored in them. Although a Power BI administrator can access and manage a user’s personal workspace, storing critical content on personal workspaces represents a risk to the organization.
For personal use, which by definition means no sharing or collaboration with others, only certain capabilities of the Power BI service are available to a user with a Power BI free license. When using a free license, most activities for publishing and publishing content to the Power BI service are limited to their personal workspace.
The Enterprise BI scenario describes how Power BI free license users can view content hosted in premium capacity.
Typically, a data gateway is required when accessing data sources that reside within a private corporate network or virtual network. After the Power BI Desktop file is published to the Power BI service, the on-premises information flow becomes useful. The two purposes of the gateway are to refresh imported data or to query a report or DirectQuery semantic model—formerly known as a dataset (not shown in the scenario diagram).

Most often it is installed on the individual user’s machine. Therefore, a data gateway in private mode is best suited for private BI use cases. Your organization can restrict individuals from installing data gateways, in which case the content creator can use the data gateway in normal mode (typically configured and managed by IT).
Data protection policies may apply to content within the Power BI service. Some organizations have a mandatory labeling policy that requires sensitive labeling to be assigned even in private workplaces.
The activity log records user activities within the Power BI service and extends to personal workspaces. Power BI administrators can use the collected activity logs for auditing to help them understand usage patterns and identify risky activities. Auditing and governance requirements are less stringent for private BI scenarios.
